I've had conversations with the folks at Michelin (actually, the head of the unit that manufactures these particular tires) and was told that all of the production is earmarked for military use and that they have no reserve production capability to make them for civilian use. The ones that are currently available for civilian consumption are actually "blems", older stock, or are surplused from the military (USMC recently changed tread pattern and size and cut loose 1100r16 XZL stock for instance)...
Stock for Canada and Mexico are made in the same South Carolina plant as the US suplies, so don't expect to have much luck getting new tires from dealers in those countries either...
