Flange vs web, depends on stress direction?

But I would think that cracks would start in the flanges, and extend through the web.

Personally, I wouldn't worry too much about rust between the layers at 1/4 inch. Since rust has 8 times the volume of steel, that 1/4 inch means that your frame has probably dissolved about .010 per layer. And, the rust has swelled between the layers, merely tensioning the frame, preparing it for the load. ;) You are not expecting to haul the limit on it anymore, are you?
