11R16 Tubes

I recently bought a set of 11 16 tires off of ebay after following the advise of everyone. Today I took my tires to the only local place that will do budd wheels. They told me that I needed tubes for radial tires. After some research they told me that they could not get them. They say that I need 11X16 tubes for a radial with the metal valve stem with the 90 degree stems. They also said I could not use rubber stems. I dont see why. So can anyone help?
