I don't think JB weld is conductive. It's metal-filled epoxy, but I don't think the metal shavings make electrical contact with each other. There's a conductive paint I've used for RF shielding, but it has way more metal in it than JB weld does.
I it was mine I'd solder or braze a tab onto it. Obviously, I'd do it well away from the tank and after all the gas had evaporated from the sender. I'd probably attach a 1/4" spade terminal so it would be easy take the ground wire off the next time you need to remove the sender. Intermittent grounds can be a frustrating problem, so I agree that bypassing the whole sender/tank/strap/frame ground path with one dedicated wire is a smart move.
