If you're refering to the knuckle flange shims, proper ajustment is 25-28 ft lbs of drag w/o the felt seal installed. Disconnect the drag link tube from the steering box and see how easy the wheels will turn jacked off the ground, and box. You could have a problem with the knuckles, a tie rod end or the steering box. If the box turns easy not connected, it should be ok. You just need to isolulate the components and do some trouble shooting. If the son can steer the 49 ok, it's probably because the steering components have excessive clearance. This is ok, but if you begin to experience wheel shimmy, then it would be time to think about rebuilding the steering components.
