Is the pedal hard as a rock, with a skosh of freeplay at the top? Then I'd suspect stuck clutch. But if the pedal is soft, goes to floor, but won't release the clutch, I would suspect the hydraulic system needs adjustment and/or bleeding. A stuck clutch will make a hard pedal, then usually break loose. Of course, it may rip the facing on the disc if you push too hard.
