That info is half correct. Here is the requirement, from the New York DMV site regarding when you need a CDL:
"A trailer with a GVWR of more than 10,000 pounds if the gross combination weight rating is 26,001 pounds or more."
I spoke with several folks at Vermont DMV this summer about this. One "helpfull" clerk said I needed to check each states regs that I would be travelling through and tailor my licencing to that. Like that made any sense. I finally got ahold of someone in the commercial division, and he was adamant that they had NO interest in pickup trucks pulling trailers with Power Wagons on them if the CGVWRwas under 26,000 lbs. I asked about stopping at weigh stations, whivch I never do, but always feel guilty about, and again, he said "No, do not stop".
He was working with Federal guidelines, not state by state. The tractor trailer drivers arent dealing with different regs each time they cross a state line.
