Since you have replaced the rubber hoses, how bout the ones that go from the frame to the axles? As the hoses are old, the bores likely have shrunk, and will gladly act as a check valve, holding pressure. I bet the pressure dissipates after a minute or two of inactivity, right?
Check the bleed hole in the master cyl. This is the small one in the reservoir that is open to the reservoir when the pedal is retracted. Being plugged with crud, this will prevent any residual system pressure from being released.

Also, is the master stroking back all the way? (Free play on the push rod)

Are the shoes adjusted correctly? I assume that the lower shoe pivots are free. Pull those little dust covers off the drum perimeter. Check that the bottom of the shoes are not dragging on the drums with a feeler gage. If you back up, do they release? If the lower pivot cam is adjusted wrong, they can remain self energized, therefore dragging on the drum. Be sure to rotate those cams in the right direction. Look at the stamped arrows on them. You need more clearance here than you would think. I don't recall the acceptable values.

Any or all of these items can and will cause dragging. My 27 cents worth sez the frame to axle hoses are shot.
