Any shop that deals in Harley Davidson motorcycle repairs or customization should be able to direct you to a place that does decorative chrome plating.
If that doesn't work, try a speed shop that sells hot rod parts.
You can also look in a custom motorcycle magazine or in Hemmings Motor News, but you should be able to find a place locally that is pretty inexpensive.
