Did you rebuild the master cylinder yourself or buy a rebuilt? Was it properly honed? It sounds like fluid is seeping past the seals and when you are pointed downhill, fluid that has built up in the booster is sloshing forward to near the vacuum source. I'll bet a fresh master cylinder will cure this. If you wait a while though, the fluid may destroy the inside of the booster by causing the rubber seals to get too soft.
