M37 steering box question

I just replaced the horn wire in my '54 M37. I freed up the piece with the threaded coupling on the lower front of the steering box because I thought it should be free so that the horn wire will not twist up when the steering wheel is turned. Now it leaks like a sieve. So my questions are:

1. Is that piece supposed to rotate?

2. If so how is it sealed inside the steeing box?

3. Do you have part numbers and/or a source for the seals?
