With shoes backed off will drum +hub spin with no drag? If it spins free you need to heat + let cool use penetrant + a large ball pein hammer or hand sledge between whl studs close to center of hub Thread whl lugs on to protect studs + take careful aim.WORK SAFELY,TAKE YOUR TIME + WEAR SAFETY GLASSES REMEMBER RUST NEVER SLEEPS
