Phil,
The coil fires only when th points OPEN, and if the condenser is shorted, the points never open..so, no spark out of the coil. You can also have a coil with a bad primary winding, or a shorted secondary winding. Time for some serious electrical diagnostics to see where you're losing the low voltage.
