I don't think that would work here on account of the snow, but you don't get that much snow where you are.

As for the taxes, I don't believe they can tax you on a building until you finish it. A man I know built a nice garage/shop about 30 years ago. He never quite finished putting all the siding it and a few other things. He said that for a long time the assessor would come by every few years and ask him if he'd finished it yet. He's say, "Nope, still working on it." After a while the assessor stopped coming around. He died this summer, and I don't believe he every paid tax on that garage.
