Sounds like you're on the right track.
Remove what you can mechanically first - scrape/grind/sandblast down to bright metal.
Let thr Oxysolve (or equivalent) sit overnight; 30 min is not enough for thick rust.
Electrolysis is great, but difficult-to-impossible on the inside of the parts you're discussing.
I've had Rust encapsulator flake and fall off (will send photos if you like). I'd go with waxy stuff.
JB Weld is great stuff, but I'd either weld or braze any holes shut.
