More speedometetr needle questions....

I guess I understand and dont understand how this speedometer needle hooks on. I understand a plastic disk fails from age and the needle falls off. Is that the round circle in this picture?

This picture is NOT my speedometer. My speedometer dont have that ring and needle laying there. Where did mine go? Can I order an entire new ring and needle and re attach?! Would like details on how to fix this. Thanks!
