Is there something special about it? In every big city there are industrial "belt and drive" companies, often the same as the bearing houses, that sell a wide range of stock pulleys. Internet outfits like Grainger and McMaster-Carr also sell lots of stock pulleys. Some I've dealt with include Kaman, Applied Industrial, Washington Belt & Drive, International Belt & Rubber, and Brown Bearing. If you know the shaft diameter, pitch diameter, and keyway size, and the pulley doesn't have a wierd offset, any of those places should be able to supply you with a stock pulley that will work.
