It's definitely not run by the Indians, though the Inchellium ferry might be. The Keller ferry is part of state highway 21. If vaguely remember something to the effect that part of the deal when they built Grand Coulee dam was that the feds/BPA would provide ferry service forever since the reservoir cut the highway and it was too wide for a bridge. That might also be the case at Inchellium, though there's no state highway at Inchellium. The first bridge above Grand Coulee is 120 miles upstream at Kettle Falls.
