I spent four years in the Air Force removing hardware on ground equipment and aircraft. The key thing here is to reduce the pressure on the threads, trying to turn these stubs with welded nuts or jam nuts is going to result in more problems. First, get a set of 135 degree split tip drill bits, cobalt steel. Start with a 1/16 and drill into the center of the broken bolts, whats really important here is not to drill into the water jacket, try to measure the depth from the bolts you already removed. It's really important to maintain the center as you drill, don't rush and go slow with the drill speed. There are a couple of ways to go from here that I have used: 1. Soak the bolt with penetrating oil and clean the exposed area as much as possible. Using a torch, heat the bolt red hot and try to turn with a vice grips or as using a easy out. The trick to using the easy out is a slow turning motion and soft blows from a hammer. Try not to back off during the turn. The idea here is that the penetrating oil boils off in the threads with the heat and forces the rust out. 2: If this fails, it is possible to contiue to step drill up in size to the tap drill size of the bolts , once the remaining bolt is close to being a shell, it may cave in with a pin punch by working the OD towards the center. It looks like all the holes need to be tapped out before putting any new hardware back in, the trick with 50 year old cast iron is to back off the tap and clean it and the blind hole often. And last but not least, anti-size on everything going back together, a little bit goes a long way.
