I was looking around a little more and am pretty sure these were fuel cell vehicles. They had gas fill ports (not LNG or Propane either under the back or in the wheelwells. Hoses and/or pipes running to the front, and a very peculiar odor to them. I was trying to nose around to here one leave but missed them. Peeking through wheel well up front, there were tin side shields in the engine compartment to hide whatever was there. Maybe some day we will know?
