That is the first dusting of snow on the tops of the mountains. It is often used in Anchorage to refer to the first dusting of snow on the Chugach Mountains that lies behind the town. Basically it signals the end of summer and that it will not be long until the town is once again in the snow. They also use fireweed as an indicator. When the flowers reach the top of the plant stem summer is basically over.
