Winch Cable Condition Assessment

I just pulled an LU-4 Braden winch from a scrapped M-37. The cable shows surface rust with no broken or parted strands evident. How can one tell if a cable is still capable of holding the designed tensile strength and working load limits? Can cable be treated or cleaned to help reduce future oxidation?
