340 mopar in PW?

My neighbor is going through a divorce.
He has had a yard car for at least 20 years, a 340 dodge demon that he says he is going to "fix up some day". Well, you know how that goes.
I would imagine the engine is stuck, I think it has a four barrel carb and a 4 speed tranny. Is this something to consider getting for resale or a possible PW project in the future if the price is right, i.e. dirt cheap? Can it be used like a 318 or 360 since it is the same size block?
