True, but a hole drilled with a properly-sharpened bit, using a drill press, with the work clamped, and a couple drops of cutting oil should be within a couple thou of round, which is fine for pretty much anything except bearing for a rotating shaft. If you're threading the hole, the tap will make it round if it's anywhere close to round to start with.
