It's a special tire hammer used for breaking the beads. I got a new one with the fiberglass handle from the tire shop for $30, and they gave me a coffee can full of tire soap with it.
I think they are happy that I'm doing my own tires now.
Make sure you've pulled the valve stem out of the tubes so that all the air is out.
On really stubborn tires that I had no intention of keeping, I've used a sawzall. You can cut the bead where it goes in the gap between the ring, and that will sometimes release the tire if it's built up with rust really bad. Sometimes the bead is nylon, sometimes it's steel, so use a metal cutting blade if you have to go that route.
