Here is the complete 4B series Cummins/GM with a SM-465 sitting in my test fixture...running.
There is no clutch in the bell house. I just use the GM set up to mount the engine in the fixture.
Yes, the Cummins/GM flywheel is expensive and hard to find used. As an example, I have seen a Cummins/GM flywheel housing adapter, flex plate and starter sell for $650 on ebay.
Go to Ebay Motors put "cummins' in the search box. You may get lucky. Cabell also listed some place on Yahoo where 4B series are discussed. I dont know the URL.
