The phrase I was thinking of for "terrorizing the public" is "going armed to the terror of the public". Apparently it's a common-law thing, and the USSC has upheld the claim that a gun is an "unusual weapon" if the sight of it scares people. If you do a google search on "going armed to the terror of the public" it will turn up lots of stories. From what I've read, most of the trouble with law-abiding gun owners being prosecuted for it is back east.
