Can't do small claims court they have a limit of $2500.00. That is why he set the price where he did. At $5000 you have to go to regular court,hire a liar (laywer) to defend your interest and etc. The cost of all this is prohibitive and would be cheaper to just pay him the $5000. That is why he did it that way.
Sorry Arthur but he has you in a big pickle. To bad your not in AZ we have laws against people holding vechiles that are not impound yards or mechanics. This guy being a liar (laywer. I keep misspelling that) has probably done his home work on this. I would recommend you doing the same and fight him for your rights!
