When most drum brakes get wet that is true. But I have noticed that in WC 3/4 tons and FFPWs that they recover from water or mud faster than any other type of drum brake when wet. Countless times I have contaminated my brake shoes and never had a problem decending anything with wet shoes. After getting them wet the first stop is harder than normal, then on the next application of the pedal all is normal. The only thing I can come with as to why this is true is possibly that becasue the shoes are so narrow the water can escape from the shoe surface quickly, whereas on the wider shoes of different trucks the water and mud gets trapped between the shoe and drum.
