Hauling other people's PWs. OK or Not?

I thought because I have a trailer and truck to be able to haul my own trucks around, that I would be able to hire out as an independent to help other's with hauls occasionally; not as a money maker but because I've seen other single trailer haulers advertise to move PWs and other vehicles, and it defrays some fuel costs. When I look into it via carrier brokers they tell me it's $10,000 per year insurance (!) to legally haul other peoples vehicles. They also said that if your don't have huge liability and cargo insurance that DOT can confiscate the entire load. Am I getting the runaround here?

Why can you not get a rider on your own auto insurance to haul whatever you want ? And if this is possible should it be recreational or business related insurance.... Thanks again.
