According to my Carter literature, the 220-2 governor was used only on the ET1 and ET2 Power-Wagon CARbureTERs. I have never had an ET1 or ET2, only ET4 models. The spec sheets indicate that there are really only minor differences between the early ET1 & ET2 and the later ET4. One of these differences is the Throttle Shaft Housing Assembly: 170-107S for the ET1 & ET2 and 170-143S for the ET4. Two mounting screws verses four could be the difference. The Throttle Shaft Housing Gasket is also listed as being different. Knowing that your governor is situated as shown in the above image, and with the rest fo the information you have found, I am confident that you have either an ET1 or ET2, both correct for the early WDX Power-Wagon. Who knows how it found its way to a newer truck?

In any case, the same rebuild kit is called out for all three CARbureTERs: 1370A. Good luck on that one. I have never found a currently available rebuild kit that is correct. With all of them I have had to alter the accelerator pump and make new gaskets.
