I don't know how much experience you have at tear down. If the bores look good, then maybe you are not trying hard enough to knock the caps off. try tapping on the bolts/studs. If the mains look good, the rods ought to also. Have you removed the timing chain, to see if the crank/pistons are stuck, vs cam/lifters/valve?
With good bores and crank, valve train would be a cheap fix to that block.
