Chances are the surplus tires have been repaired
or are worn unevenly, thats why they have been
surplused. Sidewall tears are often fixed and the tires may not be suitable for the front, especially on your big Power Wagon with winch.
Consider the $50.00 tire, it is probably decent,
then consider mounting and balancing costs, and possibly shipping. If you can buy surplus and be allowed tolook through the pile, you will find good tires. San Antonio has one such surplus dealer, and I visit their quite often
