you can get the part time conversion from Warn I believe, it's about $50-75 bucks, I never have installed one myself, I prefer the fulltime. On the trucks that I have seen it installed on I don't believe that there was a noticeable difference in mileage. As far as the lockouts go, you'll really need to find a donor truck (at least the frontend) for the hubs/rotors/outer axles/etc.. Is the crossmember the one that reinforces the spring hangers?, if not I wouldn't worry about it.
