{{Are you sure that a proportioning valve is necessary? I've only ecountered them on mixed ie: disc front, drum rear setups. I've never seen them on a system with all disc setup}}

It would be a good idea. The weight transfer would make the rear brakes more prone to locking up. Granted, most times a PW isn't going to go fast enough for this to be a problem but the risk of swapping ends is there.

My '52 PW has been changed over to power brakes and a proportioning valve was included. The brakes stop fine. I'm considering going with disks all the way around when I can afford it. Front for sure as I have one drum that is rather iffy.

NAPA and a local driveline supplier both give the cost on the brake rotors as about $55 each for new ones. The caliper runs around $15-18 but that doesn't include brake pads.

I pulled my interchange manual out and there are other rotors that will fit but the Chevy rotors are the most commo and therefore the easiest to come across if you go with a used one.
