After reading your post and realizing how intrusive government is, I went to a few search engines and learned (re-learned from my days making ethanol in the 70's) that the IRS tax code and the US DOT, defines fuel as ANY liquid used as a fuel. In addition, several states have adopted tax and transportation rules for unsuspecting souls collecting oil from resturants and rendering plants, including, but not limited to, bonds and licenses. Basically, if you are bringing home vegetable oil, in any amount, from your local Costco or market, you may be in violation of your states law governing transportation of fuel.
Mark would be OK* to use the oil on his farm, but perhaps, not on the highway, consult your local attorney for details.
