The last thing to loosen up is usually the piston rings. Typically, the engine won't start due to lack of compression. Each day, pour a small amount of which ever penetrant you choose into each cylinder head and rotate the crankshaft a couple of times. Repeat for up to a week and you should see compression coming back, at least enough to get it running.
Of course, the proper way to attack the problem of frozen rings is to pull the pistons, clean the groves, hone the cylinders, and install new rings.
