I guess my best advice is "KISS" (keep it simple (insert "S" word of choice here). I applaud anyone who takes it upon him / herself to make a Power Wagon Rally happen. Dont feel like you need to make a grand production out of it. Its like the movie "Field of dreams" If you build it they will come. The main ingredient is the trucks and their people. The rest is gravy.
If it want 2500 +or - miles away I would certainly be there. West Virginia is as far as I plan to travel this year, but I am planning on Iowa next year!
