Letters are the most important source of info for a congressman, right after a face to face meeting. Then comes phone calls and then e-mails. They have staffers that do nothing but total the number of calls and mail. A value is given to each one depending upon the type of correspondence, a face to face is valued at 10,000 votes or so, a good letter equals 5,000 votes and so on and so on. Be concise, spell check, don't be argumentative. Keep your letter to one subject, do not ramble, be polite but firm, add a hardship that illegal immigration is causing you directly, "Dear Congressman Waffle, I recently lost my job to a compnay that fired me after 15 years and hired illegal aliens"..."our local hospital just was forced to close because the emergency room went bankrupt..." etc. DO NOT MAKE UP a story, if it is good enough they may follow up.
