'79 power wagon overheating

hello,
my husband has been restoring a '79 powerwagon 4x4 w/a clubcab,360 motor. so far we have replaced everything under the hood,as well as a new tranny,springs,tires ect.he's gone thru everything. our problem is this: when pulling a load ( I use it to pull my horse trailer,wich carries up to 6 horses),it overheats.any other time,not pulling anything,it runs right where it should be.all over town, hummin' along.it has new thermostat,new 4core readiator,new hoses/belts.the fan however is not new,its original, a flex-fan and it's pretty flexable and when we rev up the engine,the fan flattens out completely- husband is suspicious that the fan is not pulling enough air to the radiator at high rpms...like when im pulling my trailer.Had the block checked today, as well as a head gasket-leak test (?) and it passed,they said the motor is in great cond (only 80thousand orig miles on it). WHY is it running so hot & overheating when under a load ? anyone ?
buying a new fan tomorrow in hopes that maybe that's all it'll take...
