rubber axle bumper question

on the top of the front axle of my wc63 are two rubber axle bumpers about an inch high. one on each side. they are held on by the spring u bolts. is there supposed to be a mating rubber stop bolted to the frame? there are holes drilled in the frame rails but the axle bumpers from my 46 wdx won't fit. they will fit the location back towards the rear hanger. seems to me that the spring can't travel far enough for the axle bumpers to hit the frame without something else being there. any thoughts?
