Normal only after a hold down locking screw was loosened or removed. If you moved it before loosening the screw then either it is lost or loose already. Turn the distributor where you think it runs good and tighten that screw down. Maybe it moved before on it's own which messed up your timing which certainly would cause loss of power. There is a tab with a slotted hole under the dist next to the block that goes over a threaded hole in the block. That's where the screw should go.
