A restrictive filter acts like a choke, and kills mileage. But anydamnthing under a carb will act a restrictor, simulating "not sticking your foot into it". That goes for Tornados, "catalytic screens", whatever. If the 4bbl permits, try driving it with the secondaries discumbobulated- wired shut?
