If it's a mechanical, the bulb is cracked and has leaked out it's ether. It can be rebuilt...
If it is electrical, the wire may be unplugged from the sender at the block. To check, ground the wire from the sender, the gauge should go to HOT. If so, sender in block is bad. If not, could be gauge in dash, or possible the IVR (instrument voltage regulator), but that would affect all gauges.
