Start buy using a gasket and just tighten the bolts lightly to hold the PTO against the trans.
From the right side of the trans PTO port, insert a screw driver and lock the PTO idler gear to keep it from moving. Use a dial indicator to measure the countershaft backlash. Begin tighting the PTO bolts and periodically measure the backlash. If backlash gets to .001, remove the PTO and add another gasket. Repeat until backlash is set between .003 and .008 with PTO bolts tighten to specs.
