I would say first step is see what the rules are in R.I. Tell them it's been abandoned for as long as anybody can remember and nobody knows who it last belonged to. They will tell you what you need to do. Then you have basically do choices; jump through R.I.'s hoops, or haul it to some state whose rules are easier. Most of us have done this at one point or another, but out-of-state advice is useless because the rules vary so much from state to state. You'll probably need a bill of sale, which can be very informal, and you'll need to do some sort of search on the VIN. Other than that it could be real easy or real hard.
