My truck is an '01. I recently got the brake on Ebay with a search for "exhaust brake". Mine was new in the box- a Cummins/Mopar/Jacobs unit.
As to your exact question relative to a new truck, I would rely on folks here who might know, or, consult the Turbo Diesel Registry site or magazine. I saw an ad for these brakes in the last issue, so I know they are available for new trucks.
The Jacobs brakes for older trucks may be getting kind of scarce, but there is a Dodge dealer in Madisonville, Texas (Henson motors) who had several, and sold me the one I got on ebay (cost about $600).
An alternative ex brake is called the Pac brake. Several people have them and like them.
