As John said, the front axle is uneffected by the locker in the rear. It would operate as normal. The basic purpose of a locker is to ensure that both tires attached a given axle will turn. There is nothing more frustrating that to get stuck in 4 wd because only one front tire and one rear tire are turning.

If you need to choose between one in the rear and one in the front - start with one in the rear.
