Rods, crank and flywheel are different. The stock 217 P15 blocks use a four bolt flywheel pattern. The 230 uses an 8 bolt flywheel. Hollanders states the blocks are fully interchangable. All had hardened valve seats and other post war flathead six features.
BTW I have just started a tear down and rebuild of a 230 for my 49 B1C 3/4T. Updates and photos of the project will be posted on a regular basis (starting next week) on www.p15-d24.com in the WIP section.
