Lacking the proper puller in the past, I have used the following method.
Take out the entire column. Back off the fixing nut flush with shaft. Spray with lube. Lightly clamp column in vise with wheel butted agianst jaw (you can cut a wood collar to protect wheel but I never needed to). It may help to have a helper steady things. I put a large bronze hammer agianst the nut & give it a sharp hit with a steel hammer. The wheel is held against vise, and the shaft is forced away.
